Can Social Security Survivor Payments be bought?

I have an individual that claims her husband so grossly overpaid his SS that she is entitled to lifetime SSA payments deemed as "Survivor Benefits". Her husband is still living. She would like to sell part of these payments.

Can these payments be bought and sold in the secondary market? She has been told conflicting answers and I haven't gotten any answers of those I have previously asked.

If so, does anyone know a specific buyer?

Are there any special tips that I need to know on this type of cashflow?
