What makes you think there are no local notes? I am in your area and there are indeed plenty of privately held deeds of trust. I am in the middle of working a note deal right now in the area. I don't know why your research hasn't yielded this information, but I have found several note deals in the area.
By the way, I'm conducting a project in the area you might be interested in. I have tried getting local investors interested, but for some reason have had low response. I am basically offering to help people out do deals on the condition that they give 50% of their profits for 90 days to local chairities. Check out www.reitoolbox.com for more details.
