The best I can do at the moment is to point you to something that can point you to it. I can't remember the exact code, etc. at the moment and how to locate it, but there was a large discussion a couple years ago over at www.creonline.com
Someone decided they wanted to argue with me about it and we went into intense details in reviewing the code, etc. until he finally read for himself and concluded I was right.
You might want to search the archives of their main newsgroup using the term "permissable purpose" and that will probably pull it up.
