You were kind enough to address this basic question on another forum, but I neglected to mention the state that I was refering to. Maybe you would be kind enough to review it again:

With respect to California, is there any restriction to buying or selling notes secured by real property, other than federal securities regulations?

Just for reference, where are you located?
